Digital Economy Debate Intensifies Over Monetization Access

Debate over access to social media monetization programs has intensified in Rwanda, following government clarification that the feature is not yet operational.

The Ministry of ICT dismissed viral claims that monetization had already been approved, urging citizens to disregard misleading screenshots circulating online.

The topic gained national attention during the National Umushyikirano Council, where Bruce Melodie raised concerns about limited earning opportunities for young digital creators.

President Paul Kagame questioned what steps are required to enable monetization for Rwandan users without the need for foreign registration.

ICT Minister Paula Ingabire explained that advertising revenue from domestic businesses remains the outstanding requirement. She said social media companies often evaluate a country’s advertising ecosystem before activating monetization tools.

Officials say strengthening partnerships between local enterprises and global platforms could pave the way for future inclusion.
