Kigali, Rwanda – August 2025 — The Rwanda Development Board (RDB) has officially resumed the issuance of gambling licenses, marking a significant step in the government’s plan to reform and professionalize the gaming industry.
The move comes as part of the implementation of Rwanda’s new national gambling policy, adopted in 2024. The initiative seeks to ensure a safe, well-regulated, and economically beneficial gambling sector that aligns with modern digital and regulatory standards.

New Opportunities for Casinos, Sports Betting, and Online Gambling
After over a year-long suspension of new licenses, RDB is now inviting investors and existing operators to regularize their operations. The agency confirmed that:
- Existing license holders must resume payment of annual regulatory fees.
- New applicants, especially in land-based casinos, online casinos, and sports betting, are encouraged to submit Expressions of Interest by September 30, 2025.
“We want to ensure this industry grows in a responsible and transparent way,” said RDB in a public statement. “New regulations are coming soon, but until then, we are operating under the current legal framework while consulting with stakeholders.”
Over 30 Licensed Gambling Operators in Rwanda
Rwanda is currently home to more than 30 licensed gambling entities, including sports betting shops, lottery companies, and online betting platforms. However, the sector has faced a number of issues in recent years, such as:
- Weak regulation and oversight
- Underreporting of revenues
- Gambling addiction concerns
- Lack of youth protection measures
Aiming for Safer and More Transparent Gambling
The Rwandan government aims to modernize and expand the gambling industry while addressing its social and regulatory risks. The updated laws — expected to replace Law No. 58/2011 and related ministerial orders from 2013 and 2023 — will likely include:
- Stronger protection for minors and vulnerable individuals
- Digital transformation of gambling operations
- Enhanced monitoring and reporting requirements
- Greater contribution to national revenue
Until new legislation is passed, all gambling operators will continue to function under the current legal framework, while the RDB conducts stakeholder consultations and develops comprehensive reforms.
