Kagame Reshuffles Senior Officials, Appoints Col Rwagasana Sankara and Viviane Mukakizima to Top Roles

Rwandan President Paul Kagame has announced new changes in senior leadership, appointing Col Régis Rwagasana Sankara as Deputy Head of the President’s Office and Viviane Mukakizima as Deputy Head of the Prime Minister’s Office.

The appointments, confirmed in a statement from the Office of the Prime Minister on October 10, 2025, reflect ongoing efforts to enhance efficiency and professionalism in government operations.

Viviane Mukakizima, a communications expert with years of experience in journalism and public relations, has worked with Reuters and held multiple roles in the President’s Office since 2012. She also serves as Vice Chairperson of the RBA Board of Directors.

Mukakizima earned her Bachelor’s degree in Journalism from Daystar University and a Master’s from the University of Warwick (UK).

Col Rwagasana Sankara, previously serving as the Executive Office Security Liaison in the Presidency, has a distinguished military background. He studied at Belgium’s Royal Military Academy (ERM) and was named the best overall student at the RDF Command and Staff College in 2019.

The reshuffle underscores President Kagame’s continued commitment to strong leadership and institutional excellence.
