Government Responds to Concerns Over Housing for Genocide Survivors

Ministry of National Unity and Civic Engagement has responded to concerns raised by Members of Parliament regarding the living conditions of genocide survivors still residing in dilapidated houses or without proper shelter.

The issue was discussed on May 12 during a parliamentary committee session where lawmakers reviewed last year’s budget implementation and future plans presented by MINUBUMWE and its affiliated institutions.

MP Mukampunga Epiphanie highlighted that 29,232 homes belonging to genocide survivors still require renovation, while 6,973 households need new houses altogether. She also noted disparities in support across districts, questioning why some areas are not yet included in housing programs.

In response, MINUBUMWE Minister Jean Damascène Bizimana said the government has agreed with Ministry of Local Government and Ministry of Finance and Economic Planning to integrate genocide survivors into broader social housing programs for all vulnerable citizens.

“We agreed that in all housing programs for vulnerable citizens, genocide survivors should not be left behind,” he said.

Bizimana added that the approach will help promote national unity by avoiding segregation in social welfare programs. He also said coordination with infrastructure and defense institutions will ensure better construction planning and cost efficiency across districts.
